Dad's Review - Offloading of Filipino tourists by immigration officers

This is the current buzz in Philippine's travel world after the missing Malaysian Airlines due to an earlier statement by the chief of Philippine Immigration Authority that a financial capacity is required before any Filipino tourist would be allowed to leave. However, due to confusion and countless posts of irate Netizens, the statement was later retracted and clarified that financial capacity is not a requirement at all for any Filipino to travel abroad.

According to Philippine Immigration website, any Filipino who wishes to travel abroad simply needs a valid passport, plane tickets and visa. However, it is a known fact that aside from these travel documents an immigration officer usually asks for other supporting documents depending on the country a Filipino tourist intends to visit.

It is also stated on their website that they're mandated to check the documents of any Filipino tourist to prevent him or her to become a victim of human trafficking. But for all their intent and so-called mission, there is no getting away from the fact that countless of Filipino tourists have been offloaded and suffered financial loss even if they are brandishing complete travel documents on the face of the immigration officer. These people behind those glass counters don't care whether a passenger will lose hard-earned money or everything he has once they find loophole in the passenger's reason for traveling.

As an OFW and as a Filipino Dad, I would like to share my point of view regarding tourist worker.

In October 2012, I was invited by a government owned Gas Company in Abu Dhabi, UAE to attend an interview. The company provided me a visit visa, RT tickets and a 3D/2N accommodation in a 5-star hotel in Abu Dhabi City aside from reimbursement for any incidental expenses incurred during traveling. Upon presenting the visit visa to the immigration officer at NAIA T1, the old lady at the immigration counter ushered me to another immigration desk for an interview. After 30 minutes of discussion with the young lady interviewer I was allowed to travel to Abu Dhabi City.

In addition, my sister and brother who have been jobless for quite sometime left Philippines as tourists a few years back. They are now gainfully employed in UAE and corrected their status in our embassy.

Our Immigration Authority should be made aware of the reality of highly competitive world of global labor market. Gone are the days that companies abroad would lined-up at our doors to hire us. Overseas job hunting through weekend newspaper can now be considered as a thing of the past for social media and internet have taken over the arduous old-school task of connecting the employers to suitable applicants.

These days, the softcopy of your employment documents are requested by your prospective employer or its agent for a thorough review; a telephone interview sometimes follows. In case they find you qualified for the job, it is cheaper for the employer to send visit visa and RT tickets for face-to-face interview, inspection of documents and possibly medical exams rather than conducting the actual selection in the Philippines. By doing this, the employer or company is assured that it can select from a roster of highly qualified individuals from different countries aside from reducing the cost of hiring. If you are fortunate enough to be selected after a battery of exams and interviews then contract signing or an offer letter will follow. Oftentimes you need to go back to your country and wait for their call or offer; in this case another visit visa will be issued for your final mobilization. I got my previous jobs through these hiring procedures thus I knew how difficult it was to compete with other nationalities vying for the same position. Not to mention the edge of these "other nationalities" since they are not being restricted by their government to travel abroad.

With regards to my siblings, my sister was recruited through an agency in Philippines; she was deployed using a tourist visa in UAE. After completing her contract she left her employer in search of better opportunity. She was fortunate enough to find a higher paying and stable job. Soon afterwards our younger brother followed. Both of them are now working under the same company and enjoy all legal benefits under UAE labor law.

According to a recent press release on Philippine Immigration Facebook page which was taken down perhaps due to numerous negative comments from Netizens, offloading is a result of implementation of their guidelines. Yet, numerous individuals have been offloaded even if they have presented all requirements to the immigration officer.

To minimize unnecessary offloading, I would like to recommend the following to our immigration authority. Thus I consider this post as an open letter to Philippine Immigration Authority.

1. Professionalize their ranks. Hire and train younger or newly graduate as immigration officers because they have not yet been exposed to corrupt practices of those veteran immigration officers. Moreover, assign polite and courteous staff as interviewer whose main objective is to clearly check and validate the travel documents and not to intimidate the passenger.
2. Information campaign that will emphasize all requirements (not guidelines) needed by a Filipino tourist before he can visit a particular country. This can easily be done through the social media. I mentioned requirements and not guidelines in order to be very specific. Any imaginative immigration officer can easily play around those guidelines since they are too generic. It is better to call a spade as spade.
3. Stick to the requirements. Incomplete requirement means a passenger can be offloaded. On the other hand, any Filipino tourist should be allowed to leave without any further interview once complete travel requirements have been presented. Do not demand other supporting or annoying documents such as pictures, birth certificate, recommendations, health insurance, etc. which are not included on the list of requirements.
4. Never ask for show money. I have personal knowledge that some of my friends and colleagues have been asked by immigration officers to show money before they were allowed to leave.
5. Immigration officer should provide an offloaded passenger an official document indicating the list of requirements needed by the passenger or the cause of being offloaded. There should be a legal and official way to inform the affected passenger regarding the reason of his/her offloading.
6. Put-up a complaint desk inside the airport so a further and final analysis of the situation can be done in case an offloaded passenger felt that a mistake was committed by the immigration officer. This is a check and balance procedure to prevent any immigration officer in offloading a passenger by sudden whim. There were even instances that an offloaded passenger who fell in line again was allowed by another immigration officer upon seeing that the passenger has complete travel documents.
8. Lastly, don't treat tourist workers as law transgressor. Truth be told, they are simply searching for greener pasture and willing to take risk just to achieve their objective. Hence, offloading can be considered as trampling on one's right to find better opportunity, if I may say so. It makes me wonder why the Commission on Human Rights is never making a fuzz about this matter.

To sum it all, it can't be denied that there is a general sentiment that a Filipino tourist worker searching for a gainful employment abroad through internet or personal application is usually treated/assumed/profiled by Philippine Immigration Authority as victim of illegal recruitment or human trafficking. Nevertheless, in case a Filipino tourist worker has been exploited abroad then our government is legally and morally bound to assist its citizen whether he is a documented worker or not. This situation shouldn't be used by our government as reason to restrict the movement of all Filipino tourist workers. Otherwise, it goes without saying that it is better for our government to be lazy than to be tired in protecting its poor citizens abroad.

Furthermore, numerous reports have emphasized that even documented workers can be exploited and abused abroad while obviously not all undocumented workers would suffer terrible fate.

In fairness, there are recent improvements regarding the immigration services in our airports such as having a single queue in front of departure immigration counters to prevent connivance between passengers and immigration officer, additional personnel and desks at the arrival area of NAIA T1 for faster processing and conducting interviews in an open area to avoid the old practice of bribery and extortion. I noticed too that many immigration officers appear respectful and courteous unlike before. Faster service is noticeable as well except at Clark Airport arrival area where an immigration queue sometimes reaches 45 minutes.

My family and I have never been offloaded in any of our many trips abroad be it from Clark Airport, or NAIA T1, T2 and T3. My wife also underwent an immigration interview once but eventually allowed to leave upon verification of her travel documents. We always make sure that we have RT tickets and hotel booking.

This article exactly describes the bitter fate of Filipinos who are trying to travel to other countries with high hopes of getting better jobs, better opportunities and better lives that the country can't sustain. It's really sad and disappointing when a Filipino with legitimate purpose, with legal tourist/visit visa, legal documents from sponsor and is still not allowed to travel for the reason that they might look for jobs. What is wrong with that? Of course, it's everyones right, to look for better jobs but why is BI stopping? They would say, "they are implementing stricter rules to protect the people against human trafficking" there's definitely nothing wrong with that as well, however they should define and streamline these rules to have both positive effect to the BI's aim of reducing human trafficking cases as well as respecting Filipino citizen's right, but the current rules doesn't have this. It's clearly an obstruction of human rights, it's a humiliation and they just simply wasted all the time, money, efforts and emotions whenever BI stops a Filipino to travel. If they want to reduce human trafficking - they can still implement these rules but should not stop Filipinos traveling with legitimate sponsors even if they would later on find a job, they can define a better measure or parameter for catching human trafficking without stopping citizens to travel. They say the only way to work abroad is to go through POEA (Philippine Overseas Employment Administration) to ensure legitimate recruiter, this is totally fine for those applying through agencies, but if traveling as tourist with legitimate sponsors and papers (especially with Affidavit of Support & Guarantee), they should allow citizens to travel even if part of the purpose is to find a job later on; since there is legitimate sponsor, the sponsor will guarantee that their family or relative will not get involved in any illegal activities such as human or drug trafficking. Getting hired through POEA (Philippine Overseas Employment Administration) is not a guarantee that Filipino Workers will never get victimized by illegal activities or get abused; such situations are something not within our hands nor the BI has a control over it. BI can implement these rule for those traveling with suspicious acts, obvious mismatch of information against their declared documents or no proper legal documents but those with legitimate sponsors and papers, I believe they shouldn't stop citizens to travel, even if they will find a job later on. Their guarantee is the family/relative sponsor, who will make sure that they family will not land into a illegal recruiter/human or drug trafficking and that should suffice. BI can implement other measures probably by tracking expiry of visit/tourist visa using their system requiring the sponsors to submit details of visa status, whether returning Philippines or submit employer's details if found a job. In this way, BI is more supporting and is not obstructing the rights of the citizens; the right to travel, the right to find better jobs, better life, better future.

  3. Only in the Philippines! I mean only the Philippines does this stupid things. I am working in the Middle East. and when other nationalities hear and learns of this ridiculous requirements they tend to laugh and wonder why our immigration department requires such things. Does these improve things or prevent human trafficking, they ask. Absolutely no! To them this is a form of "red tape" and human rights violation. This just make things complicated for those with legitimate papers or with clear intentions. Also this grants an opportunity for those corrupt immigration officer to ask a higher "fee". Better get the names or better snapshots of those who tend to make the lives of the Filipinos more miserable and post them in social media, at least a way to get back at them.

  4. Buti kung puro maganda ang mangyayari sa buhay ng pinoy abroad, Oh ehh pag naging miserable ang buhay ng pinoy sa abroad may magagawa pa ba tayo? I'm an OFW in Dubai, pinayagan naman ang sister ko pumunta dito as tourist kahit walang work sa pinas kase sumunod kami sa requirements na hinihingi. Sunod sunod din tayo pag may time.

    - Diyos ko.. ikaw na rin nagsabi, tourist muna, tapos work.. ano ba yan? kung tourist visa, tapat tourist lang.. ginagamit kasing stepping stone para maghanap ng work.. inaabuso ang loophole na yan.. dapat work permit or working visa, para magtrabaho.. kaya naman pala naghihigpit sila sa immigration eh.. lol

    1. What is wrong in finding work abroad? You are not breaking any law? Let me say it clear, if you are not aware and I believe you aren't, you have the right to travel and find work abroad. The Philippine immigration is mandated to prevent human trafficking AND NOT TO PREVENT FILIPINOS IN SEARCHING FOR JOB ABROAD. That is why POEA will require all necessary documents such as valid contract, visa, etc.. once a person was able to find work abroad and wishes to avail the Balik Manggagawa program when that person comes back to Philippines for vacation.

      The Filipinos are not the only one who use this method in finding jobs, even the Europeans, Indians and other nationalities employ this practice to find better paying jobs. This is the trend nowadays.

    2. What is wrong with you! The bottom line is everybody should be free to travel. I do not care if your intention is to eventually find work. You have a passport and an accomodation, you are good to go.
      Let the country of your destination reject you and not your own country.

      The immigration should check all the chinese illegal workers being hired by chinese business people.

  6. Hi ask ko lang pag po ba 2nd time mo na aalis ng bansa dadaan pa rin sa 2nd interview ng IO?kasi last year naka punta ko sg as tourist, kasama ko po foreign bf ko.. This year plan ko ulit bumalik sa sg wit my bf.. may 2nd interview pa po kaya ulit?

  7. Most probably kasi red flag sa kanila yung mga pinoy na umaalis with foreign bf. In case ma interview ka ulit just reason out na umalis na rin kayo last year.

  8. please help me po, n offload po ako last wik actually d pa nman ako nkakasakay ng eroplano, nharang po ako ngw IO, my kasabay po kasi akong frend n sakto pbalik n sya ng sg from vacation pinalabas po nmin n mgpinsan kmi it happens n mgkaapelyido din kc kmi, den hinanapan kmi ng birthcertfcate la kming mapakita, nkaalis yung frend ko dhl ofw nman xa pero ako hnd, then im planing to try again dis april 18. mkikita po kaya nila yung record ko n hnd ako nkaalis last wik? and la po kc ako work ngaun d2 pinas dhl kauwi ko lng last january from taiwan, anu po kaya yung pwede itanung skin again and sasabhn ko po n la akong kakilala or kamaganak sa sg. please help me po for this, thank you.

Hi po plano ko po sna kunin asawa d2 s dubai after ramadan meron npo xa visa issued june4 were just waiting for our marriage contract pra s affidavit kc recently lng po kmi knsal..it so happened po n he tried to go to SG to watch the sea games but unfortunately naoffload po xa kc hinanapan xa ng sponsor s singapore..ask q lng po mkaaffect po b un s pagpunta nia d2 s dubai provided n complete po reqs nmin even the birthcert ng mga anak nmin..pls help po im worried!thanks

  11. I have a question if this thread is still active please. My friend is a female citizen of the Philippines and wants to travel alone on a holiday for one or two weeks to Thailand, with no particular date of travel in mind yet. She is 30 years old, single and currently unemployed, but has been working legally in the UAE for the last four years before returning to the Philippines. Would immigration at the airport make problems for her to travel? She never even thought her country would start to restrict individual travel of mature adults, but after reading a few threads, it honestly looks like the Philippines has a serious human rights issue with this.

    1. If she wants to travel as tourist then she needs to prove to our IO that she is capable to finance her tour. She should have RT tickets and hotel accommodation. Sometimes our IO will ask for show money though they usually deny that it is required. Since your friend used to work in UAE so chances are she won't be bothered by our IO anymore but at any rate it is always better to be prepared. A bank certificate and credit card can be of help as well.

Hi,sir ..ask ko lng po kc po 2013 na A to A po ako nkalusot po ako d2 stin tas sa SG po ako nquestion my mga hnanap sken na wla aqng naipakita ..tas last year po nkaalis ako ppuntang HK nagstay po ako dun ng 5days bago ako pmuntang lebanon nag dh po ako dun ..tas amo ko po my bhay sa south africa dinala po nla ako dun ..tumagal lng ako ng 4months dun umuwi din po ako after 4months ..ask ko lng po kung hindi po ba ako mahihirapan mkalusot sa immegration maquestion po kya ako kc my tourist visa ung passport ko nung nsa africa ako ?? kc may name po ng employer ko ung tourist visa ko ..please advice nman po kc plano ko po magtravel ulet ppuntang kotakinabalu bali steping stone ko lng po un pra mkapunta sa dubai ..wla po kc ako work d2 sa pinas wla din po akong credit card o khit anong card naipakikita if ever na hnapan nila ako ..lakas ng loob lng po ang madadala ko ..sna po mbigyan nio po ako ng advice ..maraming salamat po ��

    1. May chance ka na makalabas ulit kasi nakapag abroad ka na. Pero pag nasita or na interview ka ng IO natin dapat ma prove mo na may financial capacity ka para mag tour like may work or business ka.

      Pag Nakalusot ka sa financial aspect then anticipate mo mga puede ng itanong ng IO bakit ka pupunta ng Malaysia and dapat ma convince mo sya na babalik ka sa pinas after mag tour.

Hello po ulit..ask q lng po ok npo lhat ng docs nmin nkapgpabook n dn po kmi ng tcket the problem is ok lng po un kc ang iniissue ng agency n tcket ung departure nia mla to dubai (PAL) then un return dummy nia iba abu dhabi to mla (etihad) ok lng po kya un hnd po b xa mqquestion..tas my record p po xa ng offload..tnx

    1. Sorry. I can't give any comment about your dummy return ticket. I didn't even recommend it. Use it at your own risk.

      Yung offload record nabubura lang yun pag Naka lipad or alis ka successfully. Otherwise palagi ng mag appear yun sa record mo.

Hi Sir.. na offload po kasi ako twice last June .. ung unang reason po nila is wala akong hotel reservation.. then nagpabook po ulit ako the following flight with hotel reservation na po para masundan ko ung cousin ko na kasabay ko dpat .. sya po nkalusot pero ako hndi.. kinalkal pa nung 2ND IO ung cp ko and pinagbintangan ako ng kung ano2.. inbox call log and fb ko.. then may bngay sila sking papel na as tourist need ko comply un.. AFFIDVIT OF SUPPORT, EOC , VISA AND PASSPORT COPY of my sponsor in SG. thanks GOD merun nmn po lahat nyan ng cousin ko na nagwwork there as DH .possible po kaya na payagan n nila ako mkapagtour dun for 3days kasi gustong gsto ko po tlaga mamasyal don.

  16. Hi po. Nagpunta po ate ko dito sa dubai as tourist then nagka-work po sya as nurse. Natapos po contract nya nung April,umuwi po sya ng May.Plan ko po sana sya kunin by visit visa,with affidavit of support.Ano pa pwede gawin o docs.o tanungin sknya para di sya ma-offload?.     1. I don't know the exact requirements needed by our IO. My suggestions, ask her to bring proof of your relationship. Aside from that your affidavit of support should be authenticated by our embassy. Send her other supporting documents like your OEC, contract, etc..Don't forget another important thing, she should be able to convince the IO that she will come back to the Philippines.

Hi sir, ask ko lang po nag pa book po ako sa travel agency for3 days thailand package tour mag ka problem po ba kung hindi ako makablik sa pilipinas on a return date? halimbawa pong mag extend ako ng vacation at mag cross country po ako from thailand to honkong at hongkong to manila at anu po bang requirements sa hongkong immigration?

    1. Walang problema kung hindi ka makabalik on your supposed return date. Wala ring requirement na hinihingi ang HKG immigration sa mga Filipino tourists.

    1. May ibinibigay na papel ang immigration pag offloaded ka. Kailangan prepare mo yung mga required documents bago ka nila payagan makaalis. Pag Naka alis kana ay automatic na ma reset yung record mo.

    1. Print mo yung policy ng hotel na doon mo babayaran upon arrival. Pag kinakabahan ka at puede naman bayaran then pay your hotel booking para magkaroon ka ng receipt. Being offloaded is one of the risks you face when you go out of the Philippines without proper documents or as tourist worker. Kahit may receipt ka puede pa rin mag-investigate ang IO pag na profile nya na tourist worker ka.

  21. hello po. may ask lang po sana ako. ung sister ko po nag nag wowork sa Dubai, gusto po akong bumisita dun. so sya po ang mag sponsor sa akin, together with my mom and kuya po. kaso po may mali po ako sa birth cert ko, mali po ng isang letter ung middle name ko (Gonsalvo instead of Gonzalvo). sa ate ko po tama ung spelling, Gonzalvo. hindi ko pa po mapaayos ung birth cert ko kasi need ko pa po ng lawyer at matagal pong proseso. ma-ooff load po kaya ako if ever? since iba ung spelling ng middle name ko sa middle name nya?     1. Just prepare complete supporting documents aside from documents that will be furnished by your sister in Dubai like birth certs of your mom and kuya. Dun kasi makikita na yung name ng mother mo. But much better kung pagawa ka ng affidavit sa mother mo stating your case or certifying that you are her daughter and typo error lang.

      Basta kung ano hihigin ng IO ay yun lang ibibigay nyo. Pag hindi hiningi yung birth certs nyo ay huwag nyo ilabas.

      Usually offloaded ka pag kulang ang documents coming from your sponsor and hindi mo ma-prove yung relationship mo to the sponsor. In your case, present also the birth cert of your ate para makita nila na common ang name ng mother nyo. Ganon din sa kuya mo. NSO copies mas maganda

    I am travelling to Dubai and my uncle sponsored me. I already received my documents like affidavit of support, tickets and visa. However in my pink visa it states there that I am a sales representative which I am not. I am a high school teacher by profession. I am not really sure why sales rep is written there. Will I have any problems when the IO checks my documents? Thank you!

    1. Sad to say, it depends on the IO. Some IO are very strict while some are not. Pila ka na lang dun sa mga batang IO.

  23. hi good day po. im travelling to abu dhabi dis coming aug31. tourist visa lang kinuha ko inisponsoran po ako ng pinsan ko. dati na po akong nagttrbaho don kaso po nabuntis ako at umuwi. ngayon babalik po ako dun as tourist pero acually po maghahanap din ako ng work. how can i convince them po para makapass ako sa immigration. pero i have affivadit of support at return ticket.. wala lang po ako savings account o credit card. kinakabahan po kasi ako n baka may maitanung sila na di ko masagot. ok na po kaya yung papel na hawak ko visa , affivadavit of support documents po na proof n pinsan ko sya, passport at return ticket ko. thanks po sana masagot nyo po ako.ty

    1. It seems ok naman documentation mo. In case you will undergo an interview be prepared to convince the IO na you will not search for job in Dubai and babalik ka after your tour. So anticipate their questions and prepare convincing answers. Just to remind you, put all your educational or work related documents sa check in luggage mo. Even softcopies ng mga ito sa cp mo ay delete mo.

    1. Prepare proof of relationship sa sponsor mo and affidavit of support attested by Phil embassy. Kung tourist visa then prove na may financial capacity ka mag tour and babalik ka sa pinas. Regarding questions, alam naman natin mga puede ng itanong ng IO.... Ano gagawin mo doon, ilang araw ka doon, bakit biyenan mo nag sponsor, etc....Wala ako definite list of questions na puede itanong ng IO. Anticipate mo lahat and prepare convincing answers..

Hello po, ask ko lang po kung talagang di na allowed ang pinsan ko na sponsoran ako to have my visit visa sa dubai? 2nd cousin ko pala siya, i was offloaded last Monday po dahil sa di nadaw po allowed mag sponsor ang 2nd cousin ko sakin.   26. Mahirapan kang habulin ang visa mo if may record ka na na offload. Lalabas kasi sa database nila once na mag try ka ulit. Pero kung wala ka sanang record sa pagka offload mo ay puede ka mag try as tourist then jump ka na lang going to Dubai.

  27. Kapag binigyan kana po ba ng requirement slip why you are offloaded po ei talagang meron nadin po sa database nila? Kasi sa passport kopo wala naman po nakalagay na offloaded po ako. Kasi tinanong po ng pinsan ko kung may tatak nadaw ba passport ko na offloaded ako. Kako po wala naman po.. Kaya other option po namin is magtour po ako sa SG or HK po para makarating lang po ako sa Dubai. . May paraan pa poba Sir? Ty po ulit

    1. After your interview at nabigyan ka ng slip stating reason kung bakit ka na-offload ay most probably naka enter na sa database nila yun, not in your passport. Amendment, arrival and departure lang ang puede itatak ng immigration sa passport mo. I know kasi madami akong kasama sa work ang na-offload before dahil sa travel ban and lahat sila may offload slip.
      Try mo lang lumabas ulit as tourist sa HKG or SG, minsan swertihan din yan.. Goodluck.

  31. hi po!!! your blog helped me big time before leaving our beloved country. sabi ng iba don't read blogs para di paranoid. but for me it really helped me prepare for the worst. fortunately, nasa Dubai na po ako, showed my affidavit of support, visa and passport sa immigration. since mukha naman po akong traveler (been to 3 countries in southeast asia) medyo okay ang IO sa akin. the IO only asked for my mother's birth certificate as additional document but still stood in front of her for about 5-10minutes ata. I only have po 30 day tourist visa. luckily, I got a job offer already but the thing is in two weeks time mgexpire na po ang visa ko. My employer said approx my work visa will be processed last week of sept pa po. so it means i have to exit dubai and wait for my work visa there. do you have any tips po or advice for filipinos who needs to exit dubai? i asked a travel agency here and said to fly to kish (i read horror stories) or oman (which travel agent said may problem din dun kahit may employement visa na). Hoping to hear your response sir!!! again, Maraming salamat sa blog nyo sir!!!

I wanted Oman po sana, do you know po if ever I wait for my work visa in Oman, can I stay in a friend's flat instead of waiting in a hotel for less expenses? i messaged a friend working as a nurse in Oman, she agreed to take me in her flat while waiting so that i don't have to pay more.   33. Hi po.. I've been offloaded twice. First was 2weeks ago sa CeuPac flight ko from NAIA to Vietnam. Since I really needed to go to vietnam to attend a training program and to work (but I only have a tourist visa), I tried the other method - Travel by cruise ship from Zamboanga to Malaysia. And unfortunately, offladed din ako sa byaheng yun today.

    Could this be a reason that I'd get blacklisted? Parang ang dating kasi ay desperate ako pumunta vietnam after being offladed sa NAIA even though I had the right documents.

    And I was offladed dahil nung flight schedule ko, marami ako kasabay so nagduda ang immigration kasi pare pareho kami ng RT date.

    1. Obviously our immigration authority have noticed that you are a tourist worker maybe through interview or profiling. Going to Vietnam requires only RT tickets and hotel accommodation thus somewhere along the line may Napansin ang IO para I - offload ka. Sad to say, it will be very difficult for you to leave for Vietnam again in near future. My advice for you is to cool down and try leaving for other places like Hong Kong or Bangkok. To add, you should keep in mind that even if you have complete documents you still need to convince our IO that you will come back after your tour.

    1. Pag government employee ka I believe you need clearance lang from your office. The amount needed for your tour will depend on your itinerary. You can do your research on net.

  36. Hi planning to go to sg with my friens .. First time nmin mag ibang bansa parehas. Parehas po kaming may return ticket ako po nag book gamit atm ko tapos nag pa book na kami ng hotel under her name pero d pa bayad yung hotel..     1. When leaving SG for Dubai, no worries about SG immigration. They won't ask any document. But he airline staff will demand RT tickets if you are using a Dubai tourist visa.

  39. There is always a possibility of getting offloaded by our IO pag nakitaan ka nila ng loophole. Make sure that our IO will not see any work or educational documents otherwise they will assume that you are going to Dubai to find job. So, anticipate a possible interview and prepare to convince the IO that you will come back to Phils. after your trip. Please don't ask what questions our IO will ask during the interview...there is no rule about these matters.

    Ako po ay isang ofw dito sa Riyadh KSA, ako po ay uuwi ng Pilipinas sa October 15, 2015 para magbaskyon hangang Novermber 1, 2015 pabalik ng Saudi Arabia.

    1. Kabayan, kung ikaw ay magbabakasyon lamang sa pinas I big Sabihin ay may residence visa ka sa saudi.

      Mas maganda ay ayusin mo ang OEC mo bago umuwi sa pinas o pag ka rating mo sa pinas. Pag may OEC kay ay puede mo Ipakita ito sa IO kung sakaling masita ka ng ating IO sa pag Punta mo sa Malaysia at SG. Ito ay katibayan na may trabaho ka sa KSA at documented worker ka at babalik ka pa sa trabaho mo pagkatapos ninyo ng magbakasyon. Bukod doon ay I handa mo ang RT tickets and hotel booking ninyo. Kung sakaling hindi ka naman masisita ng IO ay mag a gamit mo ang OEC pag balik sa KSA.

      Maghanda ka rin ng show money at trip itinerary.

    1. Yes. Makikita ang trip mo sa China sa database ng immigration. Dapat lang na prepared ka financially kaya handa ka ng show money and bank statement. Puede mo gawin yung sinabi mo na after makakuha ka ng BM ay withdraw mo yung pera. 2 lang importante mong tatandaan, dapat ma prove mo na may financial capacity ka mag travel at ma convince mo ang IO na babalik ka after your tour. Isa ang mawala sa 2 ay puede kang ma offload.

Sa HK po ako manggaling going to dubai, ask ko lang po kung pwede po ba ako magpabook sa PAL ng ticket going dubai? Flight detaila po kasi niya HKG-MNL-DXB, dadaan padin po ba ako sa immigration kapag connecting flight lang? Thanks po

    1. Puede yung balak mo basta PAL ang sasakyan mo up to DXB and puede ka mag stay as transit passenger sa Terminal 2. Pero you should remember na pag tourist visa ka, dapat palaging round trip ang ticket mo otherwise hindi ka pasasakayin ng airline. Puede ka naman direct HKG to DXB, mura naman ang Cathay Pacific.

    1. Puede nyo naman sabihin sa IO natin na hahanap na lang kayo ng hotel upon arrival. Usually, pag OK naman ang profiling ng IO sa inyo ay hindi na nila minsan hinahanap yung hotel booking like in my case. With family in tom ay hindi pa kami natatanong ng IO natin regarding hotel booking.

      OR, puede naman kayo mag book ng hotel, malayo pa naman ang November, then cancell nyo na lang para may copy kayo ng hotel booking. Hindi malalaman ng IO natin na nag cancell kayo.

  49. Hi, I am booked to fly to Dubai on a visit visa for 2 weeks. My plan is to tour around but I will be staying with my friend and hindi sa hotel. I am currently employed and will bring my company ID and coe. I opted for a 3 month visit visa. My last travel was 2012 when I returned sa Pinas from US (i was on a student visa and have also been granted a US and Canadian tourist visas in the past). My questions are:

    1. I have been reading that 3-month visas are considered as red flag. But provided my plans, would this be an issue?

    2. Ok lang ba na wala ako hotel reservations since I will be staying with my friend? (let's be honest, I don't make THAT much money to be able to afford a 2-week hotel stay).

    3. Will my company ID and COE suffice? My COE includes my monthly salary... Would I need to provide any other financial documents?

    4. Lastly, my passport was renewed in 2013 and as mentioned, I have not traveled since 2012. So all my travel/ visa stamps are in my old passports (which I will take with me). Would this help IO's get off my back?

    Thanks in advance for your guidance. As a Filipino passport holder, I never knew there was such a thing as "offloading". Ayoko lang masira plans ko because I have saved up for this trip (as I'm sure other people have as well).

Your previous travels could probably help you in convincing the IO that you are financially capable to travel to Dubai but be prepared to be asked why you bought a 90 days visa if you plan to stay there for 2 weeks only. More so, you should prepare documents attesting you have a friend in Dubai who will support you during your trip.

      You are correct in bringing your employment documents in Philippines to convince the IO that you will come back after your trip. Bring show money and other financial documents such as bank statements, credit card, etc.. in case you think your present salary couldn't justify your trip to Dubai.

Kaya dapat aside from RT tickets and hotel booking ay prepare ka ng show money, bank statement, credit card, COE or whatever proof na may pera ka pang tour. Second ay kailangan ma convince mo ang IO na babalik ka after your tour.

    1. You can try your luck. Dapat kumpleto ka sa documents like affidavit of support, Tickets, etc.. Itago mo sa check in luggage mo lahat ng work and educational certificates mo. Delete mo lahat ng soft copies sa celpone mo.

      Pero still may possibility na ma interview ka pa rin kahit complete docs kana dahil tulad ng sabi mo red flag ang situation mo. Just try to convince the IO na babalik ka after ng tour mo.

      Lastly, I am sorry to inform you that I can't help you when it comes to personal matters like kung anung reason ibibigay mo sa IO dahil hindi ko rin alam kung ano dapat.

      In demand naman ang nurse sa UAE, bat di ka na lang mag apply sa mga agency sa pinas. Pag andun ka na kasi, usually kahit mababa offer ay mapipilitan kang tanggapin dahil you are running out of time. Puede rin pa Hanap ka muna work sa tita mo bago ka pumunta dun. Isa pa mag exam ka pa roon bago ka magkaroon ng license na mag work as nurse. You might end up in other low paying jobs.

    1. Sometimes they call your company in front of you so may risk ang fake COE and ID but it is up to you but kung papayag naman yung hospital sa request mo why not?

      so prepare all documents especially yung sa tita mo and proof of relationship mo sa tita mo lalo na kung magkaiba surname nyo. Prepare your show money and other financial docs na puede mong dalhin and think of a reason kung bakit mo gusto pumunta sa UAE and kung paano mo ma convince ang IO na babalik ka. Anticipate all questions. No proof of employment or education related documents para wala silang masabi na maghahanap ka lang ng work doon.

      Stay positive kasi I have several relatives na nakalusot naman sa IO natin and they are now gainfully employed sa Abu Dhabi and Dubai.

    1. It seems well prepared kayo. Just make sure na walang makikitang employment o educational documents and IO. Pati soft copies delete nyo sa cp nyo.

    1. Depende sa itinerary mo and sa IO. Other IO won't even ask for show.money. Ok na yan basta in case ma interview kayo kaya nyo justify sa IO na Kasya na yung 20 k. Kaya research ka sa net kung magkano talaga ma gagastos nyo sa tour. Magkano food expenses, transpo, souvenirs. Kasi pag na detect ng IO na wala pala kayong concrete plan then puede sya mag isip na di talaga kayo tourist.
