It can't be denied that many Filipinos are working in United Arab Emirates (UAE) due to its expats friendly community and the above average salary it offers to professional and skilled workers. Because of this, I have also tried to penetrate its labor market recently though I used to work there before.
One of the major requirements before a worker will be granted a UAE residence visa is a diploma or educational attainment certificate attested by school and different government agencies and finally attested by UAE embassy in his/her country of origin.
I have been informed that the procedure for attestation in Philippines has been revised thus I tried to search the net but I wasn't able to get a clear picture and how much it would cost. Hence, I made this post so as to help my fellow Filipinos who intend to find their place under the sun in UAE.
In Philippines, we call these DFA attested documents as "DFA red ribbon." I am sure that many OFW, specially those who are working in the Midlle East, are familiar with this term.
A decade back, I processed the authentication of my diploma by following these steps:
School - CHED/TESDA - Malacanang - DFA - UAE Embassy.
At that time, Malacanang will fax your name to DFA while you need to hand carry your documents to all those mentioned government agencies. After finally receiving my DFA red ribbon diploma, I went directly to UAE embassy for the attestation and paid around 1,200 pesos, if my memory serves me right. After almost two weeks my DFA red ribbon documents was released with UAE stamp at the back of the first page. It took me almost two months to complete this requirement. Unfortunately, my previous company in UAE refused to return my attested diploma when I resigned thus I need to produce another set of attested educational certificate since I plan to work again in UAE.
The old procedure was tedious and time consuming since you need to bring your documents to all those government agencies and UAE embassy.
Presently, the procedure has been simplified because you don't need to go to Malacanang anymore. Moreover, due to numerous applicants for attestation, the UAE embassy is not accepting walk-in applicants anymore. You have to send your documents to them by DHL Express. For me, it is better this way (especially for those living outside MM) rather than waste your time and effort in locating the said embassy in the middle of Makati Business District. Trust me, you will find it inconvenient to travel in Makati city considering the one-way streets and lack of nearby parking areas.
The present procedures are as follows:
1. Recently, I asked for another set of certified true copies (CTC) of Diploma, Transcript of Records and SO (Special Order) form from my school and informed them that I would use the documents for employment abroad. I paid 50 pesos for CTC.
2. If you are a degree holder or college graduate then you need to bring your CTC documents to CHED otherwise go to Tesda for trade/vocational and technology graduate. By the way, to avoid delay, ask your school where is the correct location of CHED/Tesda that is authorized to authenticate your CTC documents.
3. For Tesda/CHED, the procedure is simple. Just fill-up some personal info sheet, pay a small amount, around 50 pesos, and submit 2 passport size pictures in white background with collar. Upon submission of all requirements, you will be given a (DFA) claim stub for your red ribbon documents. Normally, it will take around 2 weeks before you can claim your documents from DFA. Be reminded however that you need to submit a glossy type picture taken at photo studio and NOT THE PRINTED TYPE done in 5 minutes in any internet shop. A glossy photo will take around 20-30 minutes to develop and usually done in photo studio. If by chance you have submitted a printed type picture and accepted by CHED/Tesda then chances are your documents will be sent by DFA back to CHED/Tesda. You've been forewarned.
4. From the date of release indicated on your DFA claim stub given to you by CHED/Tesda, you have 3 months to claim your documents otherwise DFA will dispose the said documents accordingly. Upon arrival at DFA (Roxas Boulevard and NOT Macapagal Avenue where you get your passport) you will be asked to put your claim stub in a drop box and wait for your name to be called. Just follow the procedure being announced inside the DFA releasing area from time to time. You need to pay 100 pesos to the cashier before they will release your red ribbon documents. Prepare a valid ID or make an authorization letter for your representative in case you can't claim the document yourself.
I advise you to go to DFA even before it open. I arrived at around 8:30 am and noticed that more than 50 people were already in queue for the release of their documents. I received my "DFA red ribbon" documents almost 11 am. By the way, don't forget to bring a plastic long envelope to protect your documents from rain or else you would be forced to buy it from the street vendor for 15 pesos. Being frugal, I simply rolled my documents to protect it from slight drizzle, LOL.
5. Upon getting hold of your DFA red ribbon documents, you need to find a DHL Worldwide Express office. You can Google the locations of its branches. It is different from an ordinary DHL counter. I found one in Trinoma second floor near the entrance facing SM North. I paid 2,254 pesos in cash wherein 1,700 pesos was for UAE embassy attestation charge while the rest was courier charge.
DHL will deliver your DFA red ribbon document direct to your mailing address once it has been attested by the embassy while a tracking number will be given to you as well so you can check the progress of your documents on their website. As promised by DHL, it took only 7 working days for the entire process including UAE embassy attestation. Hence, my wife was surprised to receive my attested documents on the following week. I put my wife's name as authorized person to receive thus; you don't need to do this procedure by yourself, you can ask anybody to be your representative.
Normally, it is enough to scan and send softcopy of the first page of DFA red ribbon and the back page where the UAE embassy stamp is attached to the company in UAE where you intend to work since there is a number series indicated above the UAE embassy stamp making it pretty convenient for them to verify your documents.

@ Nova: You're welcome. Yes, DHL will deliver your DFA red ribbon documents to UAE embassy. Once the documents have been attested by the embassy, DHL will deliver it back to your mailing address. I am not sure whether they will attest a 2006 DFA red ribbon documents. You may try to inquire at any DHL Express office.

Madali na lang yun, kahit sino na kakilala mo ay puedeng magdala ng red ribbon docs mo sa any branch ng DHL express. Then DHL na ang bahala sa processing and delivery sa mailing address mo after attestation ng UAE embassy.

ReplyDelete@ joecas, I have no idea about Kazakhstan. You may try to contact their embassy if they are willing to attest it even if there is UAE stamp at the back. kung red ribbon lang requirement nila then I think valid pa yan.
ReplyDeleteHello po. Ask ko lan, pde bang diploma lan ang ipapa-attest sa CHED kahit walang TOR. Tatanggapin kaya yun or dapat both? Kasi diploma lan naman tlga ang kelangan tapos yung school ko na sobrang bagal mag process, wala pa daw ang TOR, diploma lan.

Deletemalaking problema yan kasi pagkakaalam ko ay may maximum number of days (60 days yata) na ire-retain ng DFA yung red ribbon docs mo. After nun ay idi-dispose na nila yung mga unclaimed docs. Try mo verify sa CHED, normally may record or logbook sila doon para sa transmittal nila sa DFA. If alam mo yung date ay puede ka siguro makakuha ulit ng claim stub pero inquire mo muna sa DFA at baka na-dispose na nila yung docs mo so wala ring silbi kahit may bago kang claim stub.

ReplyDeleteoh my God gnun pla un ktgal na process eh ang hirap naman ng situation ko. Nsabagyo kami sa pinas ang meron lang ako eh scanned copy ng HS Diploma ko eh need ng company ko dito sa Abu Dhabi na attested daw un Diploma. sayang un work mukahang nde tlaga para skin nkakaiyak naman.

I believe you need a UAE embassy (in Phils) stamp. The UAE embassy in Phils needs to attest the authenticity of the signature appearing on your red ribbon docs. Actually, you can ask somebody to do this procedure by bringing your red ribbon docs to any DHL Express office in Phils.

ReplyDeleteThe fee being charged by UAE Embassy through DHL is for the attestation of the authenticity of DFA red ribbon certificate; not your docs since they will not repeat the same procedure done by DFA. In my case, DFA has attested my Diploma/TOR & S.O. as 1 set. I don't know whether DFA will consider your board certificate and your diploma/TOR as one set too or it will consider it (board cert) as separate doc. In case DFA will treat your board cert as separate doc then you need to submit two DFA red ribbon cert to UAE embassy for attestation; one for diploma/TOR and another for board cert. I suggest you inquire directly to DFA office.
ReplyDeleteFor courier charge, better ask them if they will charge once for two sets of DFA red ribbon docs. Anyway, worst scenario is you'll pay double to the courier.

Kaya if I were you at pupunta ka sa Dubai to find work then mas maganda na dala mo na yung attested educational certificate mo para di kana maabala later on in case hanapin ng future employer mo.
DeleteYung attestation ng marriage certificate naman ay kung pupunta ka sa UAE as "dependent" ng residence visa holder like your husband or wife. I have no idea about the B.C. kasi pag may passport ka ay it means na OK na yunf B.C. mo, no need for attestation.

ReplyDeleteAs far as I know ay hindi na kailangan. I used to work in UAE and ibinigay ko lang yung attested red ribbon ko ng UAE embassy sa pinas, no other procedure required but sasabihin naman sayo ng future employer mo yung steps na dapat mong gawin or docs na kalingan mong i-submit

Mga kabayan, ang attestation ng red ribbon ay ginagawa lang sa UAE embassy sa pinas through DHL Express, yun lang po. Pag may ibang clarification, ask nyo na lang yung DHL Express kasi hindi puede walk-in sa UAE embassy sa pinas. Puede naman na through your representative ay makipag coordinate sa DHL Express (pinas). Mas klaro po ang sagot na makukuha nyo from DHL Express. Isa po kasi sa may-ari ng DHL ay UAE citizen na dati kong sponsor sa UAE.

ReplyDeleteWala akong nakikitang problema kasi kahit ako ay 2 beses ng kumuha ng certified true copies ng TOR/Special Order from my school kaya anytime ay puede kang mag request ulit sa school mo. Kung vocational/training ang gusto mong ipa-attest ay ask mo yung company na papasukan mo sa UAE kung i-accept nila.

menchie, puede mo ipa-attest yung certificates mo issued by tesda pero sa TOR ay di ko alam, ask DHL about this. Ang importante ay kung ano ang requirement ng employer mo sa uae,pag ok na yung tesda cert ay yun lang pa-attest mo.

As far as I know, OK na yan. In my case, naikuha ako ng residence visa ng company namin using attested Diploma/TOR/SO lang. Ingat ka lang sa immigration sa NAIA at baka makita yang mga docs mo, di ka palusutin as tourist. Good Luck!

I wonder if in Dept. of naturalization in DUbai also require the SO apart from my school records in order to do this thing? Will await for your advise.

If your diploma/TOR/School Certs have been certified or red ribboned by DFA then it means they are authentic whether you have SO or not because it means CHED/Tesda has certified that you have completed your studies as well.
ReplyDeleteThe UAE embassy is attesting only the certificate attached to your docs issued by DFA, as far as I know. They won't repeat the same verification procedure again. Ask your representative in Phils to bring your red ribbon docs to any DHL Express office. In case of any problem, they would advise your representative.
In my case, my SO was readily available in my school when I requested for a certified true copies of my TOR hence I decided to include it also together with my Diploma.

ReplyDeleteDan, in my case, I was never asked to authenticate my other certifications. The company has demanded an attested Diploma and TOR. Please take note that you will submit an attested copy of documents required by UAE company. The docs could be diploma/TOR, birth cert, marriage, etc.. It all depends on the requirement of the company.

ReplyDeleteAttested red ribbon docs are normally required para mabigyan ka ng residence visa sa UAE. Paayos mo na lang sa pinas as per normal procedure I mentioned above then pag narelease na ay ipadala na lang agad sa UAE by DHL or Fedex ng representative mo. Ganyan talaga pag nag-apply ka sa UAE but once ma-comply mo ay wala ng hassle. Wait ka na lang at least medyo clear na yung situation mo.

Hwag kang matakot mag-inquire kasi hindi ka naman nila pauuwiin pag nagtanong ka about this matter. Pag puede naman eh di lakarin mo dyan sa Dubai, pag hindi puede ay ipdala mo sa representative or family mo sa pinas then dalhin nila sa DHL Express para sa UAE embassy attestation. After that ay saka nila ipadala ulit sayo dyan sa Dubai.

ReplyDeleteIf you are applying as an engineer, teacher or even as a nurse, the most important docs to be attested is your school credentials, obviously. Except when you are coming to UAE as dependent (husband/wife visa) then you need to attest your marriage docs.

As far as I know ay kailangan pa ng noted comment from our embassy in UAE while in KSA ay inalis na nila yung procedure na ito. I am not sure so better coordinate with our embassy in UAE.

DeleteApril. Punta ksa school mo and request ka ng ctc ng tor and diploma. Isama mona yung s.o. after that ask mo school mo kung sang ched or tesda ka dapat pumunta. Clear tayo dun.
DeletePagdating sa ched/tesda ay magdala ka ng picture from photo studio at hindi yung printed in 5 minutes. Mag fill up ka ng form at bayad ka rin. Yung docs mo sila ang mgforward sa dfa. Bibigyan ka nila ng claim stub for dfa. Ok tyo dito.
Then sa araw ng pagclaim ay punta ka sa dfa para sa red ribbon.
After that ay punta kana sa dhl express. Read mo rin yung ibang comments sa taas for additional details.

UAE embassy in Philippines doesn't accept walk-in applicants for attestation; you need to send your docs to UAE embassy through DHL Express (courier). I don't have any info about other matters outside attestation procedure.

ReplyDeleteHanda ka dapat sa consequences ng action mo. I will tell you something that happened many years back nung nag wo-workpa ako sa Abu Dhabi. May isa kaming kasama na ibang lahi. He submitted fake documents sa company namin for processing of working visa. Yung driver namin na Indiano ay hinuli kasama yung nag submit ng fake documents at ikinulong. Yung company driver namin ay pinalabas then yung kasama namin na ibang lahi ay kinulong for few days then pagkatapos nun ay pinadeport and black listed pa sa UAE. This event really happened swerte ka kung hindi ma-detect na peke yung red ribbon mo otherwise just prepare yourself. Sorry blogger lang ako thus I can't help you.

ReplyDeleteUAE embassy in the phils will attest the authenticity of DFA red ribbon docs thus I believe that UAE embassy in Qatar will not attest your red ribbon since they don't have direct access to our DFA in Phils. You can ask your family in Phils to do the attestation in your behalf.

ReplyDeletebased on my experience, pinaphotocopy ko yung TOR at Diploma ko tapos isinubmit ko sa school ko para ipa-CTC. If you are from state university, di na dumadaan sa CHED, diretso DFA na yun pero kung hindi, medyo mahaba pa ang proseso kasi dadaan talaga sa CHED. Since graduate ako from Batangas State University diretso DFA na ako, tip lang sa mga taga province, kumuha na lang ako ng isang agency na nagpprocess ng Red Ribbon, nagbayad na lang ako ng Php.700.00 tapos tinext na lang nila ako for pick up, nakuha ko yung document ko sa agency ko after 15 days, tandaan nyo lang po na kapag kinuha nyo yung pina-Red Ribbon nyo, may nakaattach dapat na receipt from DFA kasi kung wala di na po tinatanggap ng embassy so kahit photocopy lang e humingi po kayo ng kopya. After this, dumiretso ako sa DHL na nagooffer ng UAE Embassy authentication, nagbayad ako ng 2,254 tapos wait na lang ako ng 7 working days bago ko makuha yung docs ko..

Deletehi..the HR of the hospital m applying for mentioned the docs be stamped ang signed by the 'Office of the President of the Phils, Republic of the Phils, City of Manila' (Malacanang) after CHED....do i need to go to malacanang for this?or can i also send the docs thru DHL?

DeleteI suggest ipadala mo na lang sa relative mo sa pinas then sila na lang mag-asikaso dun. Ibibigay lang naman nila sa DHL Express yun. Pagkatapos ng attestation at saka na lang nila ipadala sa yo ulit dyan sa Dubai para safe ang documents mo.

ReplyDeleteYes, attestation fee was 1700 pesos at that time. Hindi ko alam kung nag increase na sila. Regarding courier fee, better ask or inquire at DHL Express.
ReplyDeleteHello po.nasa akin na po ung docs ko ready for red ribbon, hindi na po dumaan sa ched for authentication.state university po kasi ung school ko. Ask ko lang po kung pwede ko po ipass ung docs ko for red ribbon sa any branch ng dfa para sila po magpadala sa main branch for authentication/red ribbon.

Pag hiningi nila yung red ribbon na diploma then ipadala mo sa pamilya mo sa pinas para dun asikasuhin. Walang shortcut sa ganitong procedure. Try mo rin inquire sa embassy.

ReplyDeleteBale 5640 pesos lahat lahat para sa tatlo. kaso di nila tinanggap, need pa daw kc nung resibo/OR galing sa dfa, kung wala need ko magpagawa ng tatlong affidavit of loss para dun sa nawalang resibo. pati ung red ribboned kong NSO birth certificate ay kelangan pa daw ng municipal copy ng birth certificate ko... gastos na naman para sa tatlong affidavit of loss at orig municipal copy ng birth certificate ko... hayyyyy

Question ko is can i still use this na pwede eto yung ibigay ko sa agency? I already asked my agency kaya lang sabi nila ask ko daw dhl.. mukhang di rin sila sure...

Hello po. Good day. Tanong lang po in regards sa attestation. Nagparequest po ako sa ched ng cav ko po with my transcript and my diploma then ched advised me po na ipapadala nila po ito sa dfa for authentication and the ched representative advise me po na pumunta sa dhl and mag tanong sa kanila kung pwede nila kunin direct sa dfa. And as per advise po ng dhl pwde po at once na ok na po ang lahat eh may red ribbon ko na to once maprocess na at marerecive ko to within two weeks, how about po sa uae na embassy do i need to send it for checking na lang po? or included na yun sa dhl?. Question consider as one set ba ung 2 diploma ans 2 tor from two different school or i will pay 1700 each ..Many thanks

Deletemagtatanong lang po ako kung pano ang procedure sa pagpapa authenticate ng death certificate... namatay po kasi ang tatay ko, kaya po nagpasya ako umuwi...5 working days po ang leave na binibigay nila kapag namatayan ng magulang....pero para maavail yun kailangan daw po ng death certificate ng namatay with stamp/ authentication... sa uae embassy po ba ako pupunta? at 1700, din po ba ang babayaran para dun?
ReplyDeletePasensya na kabayan, hindi ko alam yung procedure sa authetication ng death certificate. Inquire mo sa DFA and DHL Express na lang. Or try mo search sa net.
DeleteI just want to ask.. Is there anything that you need to provide before you can have your docs attested in UAE embassy?? I mean like any proof that you'll be soon travelling to UAE and use the docs that you want to be attested for whatever legal purposes.. I'm just curious if they allow anyone to have their docs be attested in UAE embassy without even knowing if this person can be qualified for a job in their country.. Because i know in some countries like in QATAR.. You need to show them your visa notice from your employer before you can have your docs attested in QATAR embassy.. In order for them as well to completely process your visa..

Attestation of DFA red ribbon document is done to check the authenticity of your documents like diploma (if you intend to work in UAE) or marriage certificate in case you will travel to UAE as dependent.

DeletePalagay ko you need to prepare another copy for red ribbon. Better inquire at DHL Express kung puede pa ipa-authenticate yan.

Ano po ang procedure at aabutin po ba ng mahigit one day ang processing sa consulate?

Deletehello sir welcua! regarding the authorization letter, is it required to be notarized by a lawyer for my representative to claim my documents at dfa, or possible na maclaim kahit hindi notarized? i am unable to claim it for this month and next month, and i'm worried that dfa might dispose it before i can claim it personally. thank you!
ReplyDeleteJust ask your representative to bring any of your valid ID plus the authorization letter. I believe you don't need to have it notarized.
